THE NEED FOR A REGULATORY FRAMEWORK FOR GLOBAL WARMING IN AFRICA

Introduction
The correct approach to take when faced with uncertainty as to the Possibility of an awesome and life-threatening, but not yet proven outcome: if someone Shouts "LION" in the dark you should be foolish to sit still and relax because you cannot tell the direction the beast is coming from. But how far would you run for fear of the Lion? Naturally you would run until dawn when it should become clear that the lion really exists. From a climate change perspective, it is now dawn. There is now overwhelming evidence of the adverse effects of climate change and one can say that the lion really exists, notwithstanding the continued posturing of governments, such as the United States.1
